ST JOHN'S, Antigua, CMC - Caribbean Community (CARICOM) leaders ended their 29th annual summit here late on Friday night with the launch of a development fund and a commitment to implement a new mechanism to facilitate freedom of movement by their nationals.

The leaders also expressed disappointment at Britain's decision not to allow Montserrat to participate in the CARICOM Single Market and Economy (CSME).
